Key word on the poster is "businesses". You can still scrap and break up a car yourself.
My understanding is that you (or your agent - the scrapyard) can perform the duty of "dismantling" once they have "de-polutted" it by draining oils and fuel. In theory the scrapyard is authorising you as its agent to dismantle, as it checks what goes out of the yard gate.
Some yards do not realise you are doing part of their duty for free and won't let you go in the yard.

This smacks of clandestine Government intervention to me. And you know what the next thing will be don't you. "ELV sir? Certainly sir. That will be £79.50 please. Disposal Tax. Have a nice day." 
It certainly could go that way, especially considering some of the other ideas they have come up with over the last few years. but if the demand for scrap keeps going up it could also go the other way, Lead for instance, has doubled in price over the past couple of months alone!

hmm, didn't they stop charging to scrap cars because it caused (some) people to start torching them instead?

Thats why they have suddenly started nicking it off our church roof in the last few weeks
Presumably if you are dismantling your own then you are fine - however it is still registered as a current vehicle etc. Once you have finished, you have to take what is left (you are always going to have something left presumably) to an 'ATF' to dispose of the shell, issue you the relevant document and have the car de-registered.
However, should you manage to find a use for all the parts presumably you will be forever having to SORN a car that doesn't exist
... Or alternatively report it as stolen and claim on the insurance (I didn't just say that - honest).

What, no bolts of lightning to ward off the thieves?
We now get that "Grand Designs" show here and the eps are about three years old - but still a great program even if Kevin does get a bit up himself in every ep. It's been very amusing to see the people having copper roofs put on their houses. It must be very tempting to some to either nick the copper or for the owner to finance a new house with the asset they have on their roof considering recent dramatic increases in copper prices
SIMS Metals is the biggest metal recycler in Aus and their processing facilities have locked and alarmed warehouses for all copper scrap awaiting processing. Other metals sit in outdoor storage, but still fenced.
local council here will actually take away a scrap car from your drive if owned by you. for free. presumably to stop the dumpers who used to set fire to them.

Which law's this then? One among the 2,000 or so new laws each year that those useless articles in Westminster pass? Or one from our new masters in Brussels?

Our 2 scrap yards over here pick up cars for free, regards scrap value, a tonne of copper will get you about £1800, cant remember what lead is but got about £500 in scrap from the last roof i re flashed which was 2 dormer windows a valley and a chimney, so its not surprising there is some thieving little git going around pinching the stuff!
Our local (Fife) scrap yard is now paying £100 for scrap cars AND collecting them at that price.
Just read in the local paper that instead of risking their lives nicking lead off church roofs the local tealeaves round here are nicking brass door knockers and house numbers. Anything for an easy life eh?
